Heartsong Spay & Neuter Clinic in Martinez, located at 104 South Belair Road (across the street from Bi-Lo) will be making a move to a new location.  The bigger facility will be near the Belair Road and I-20 Exit in the former LaPetite Academy pre-school building which has been vacant for several years.  According to founder/director, Loretta Emmons, they plan to move into the new facility hopefully by the end of October.

Fred Layman stood before a federal judge Wednesday as a broken man, pausing to collect his composure as he read an apology he spent a year writing.

Seven months after pleading guilty to charges of mortgage fraud, the former North Augusta Country Club owner asked for a mulligan from U.S. District Judge Randall Hall.

“I made a decision five years ago that went against my upbringing,” Layman said. “There are no excuses, and I take full responsibility.”

Layman bought the 135-acre country club in April 2007. It was destroyed in a suspicious fire four days later.

The apology capped a two-hour sentence hearing for the Martinez businessman, who is accused of having his stepdaughter falsify financial information on mortgage loan applications involving the federal lender Fannie Mae between December 2006 and December 2007. He faced more than two years in federal prison, but Hall made a downward departure in the sentencing guidelines and sentenced Layman to 16 months in prison, followed by three years’ probation.

It was still a blow for Layman’s supporters, who showed up in hopes of convincing the judge to give Layman just probation.

His stepdaughter, Leah Naz­zaro, who was not involved in the scheme, said her stepfather is not the person he has been portrayed to be.

“What’s said about him is far apart from who he is. It’s black and white,” Nazzaro said.

After more than an hour of sympathetic testimony, Assistant United States Attorney David Stewart made the argument that by defrauding a federally backed institution, Layman was hurting the taxpayers of America.

Hall repeated that assertion in delivering the sentence.

The taxpayers “are in fact all of us in this room,” Hall said.

A proposed $34.6 million ambulatory care center in Columbia County will not proceed, according to the Physicians Practice Group.

The Board of Directors of the PPG unanimously decided this week to table the project based on economic factors that dramatically changed the business model on which the 2008 proposal was based.

“Economic realities require us to reduce expenses and increase revenue while our mission requires us to expand to meet increasing demand for health care,” said PPG Chief Executive Officer David S. Hefner.

“This is a business decision based on an economic environment that has changed drastically since the plan was proposed,” said Hefner. “Fortunately, we are crafting several long-term agreements with partners in and around Columbia County that will create opportunities for providing health care in existing facilities. A collaborative approach to caring for Columbia County among all health care providers is the best way forward for the entire community.”

PPG applied for a Certificate of Need from the Georgia Department of Community Health in April 2008.

The application proposed a 65,000-square-foot facility near the intersection of Washington and Knob Hill roads in Evans, Ga. to better serve poor and low-income residents in the area and to expand clinical opportunities for medical students and residents.

The Department of Community Health approved the project in September 2008, but construction was delayed by appeals, which were resolved in March 2010

Walter Sprouse, the executive director for the Development Authority of Richmond County, was awarded an honorary life member designation by the International Economic Development Council at its annual conference in September.

The designation of Honorary Life Member is given by IEDC to an active or former member who continually emphasizes the profession of economic development as a teacher and has motivated others in many communities, said Dennis Coleman, the IEDC chair.

“Walter Sprouse has been dedicated to our economic development industry and has, indisputably, earned this distinction,” Coleman said.

Sprouse has been with the Development Authority of Richmond County since 2003, and has received 26 national and regional awards for regional marketing. Under his leadership, the development authority has recruited companies such as T-Mobile, ADP and Teleperformance to the Augusta area.

“It’s sort of a once in a lifetime recognition,” Sprouse said of the peer award.

Robert Bennett has worked with Sprouse for nearly two years as project manager with the development authority, and said it’s hard to imagine someone more deserving of this honor.

“He is extremely respected within the field, it’s really amazing to see,” Bennett said. “There’s no doubt that he’s done well for Augusta.”
